Revisions to Reserve Call-up Authority.  Revises Sec. 12304 from 270 days to 365 days.


The services should not have to continue calling up the RC using involuntary authorities but should use every means possible to rely on volunteers.

Report on Private-Sector Promotion and Constructive Termination of Members of the RC Called or Ordered to Active Service.  Report by March 1, 2007 on the voluntary resignation of an employee because of working conditions the employee finds unbearable after demob.


Commend and support the efforts by Congress to identify if RC members are facing discrimination.

JROTC Instruction Eligibility Expansion.  Allows RC members awaiting age 60 retired pay to instruct JROTC on a compensation package determined by the Secretary of each military service.

Expansion of Eligibility to Provide JROTC Instruction.  DoD would be auth to pay an institution hiring a retired RC member an amount equal to one-half of the amount paid to the retired member by the institution for any period, up to a maximum of one-half the difference between the retired or retainer pay for an AD officer or NCO of the same grade and years of service for that period with pay and allowances.
Support the Senate provision as it will make all services equal in their compensation.

Report on Extent of Provision of Timely Notice of Long-Term Deployments.  Report by March 1, 2007 members deployed for over 180 days that did not receive at least 30 days notice.


Support the House provision to see how notices are being executed in an effort to find ways to increase notifications.

Applicability of UCMJ When Overseas on IDT.  Require NLT March 1, 2007 regulations extending UCMJ jurisdiction over reservists training overseas and make the strongest case possible for SOFA coverage during IDTs.

Reserve Component members recognize their responsibilities when in uniform and understand this is just a formality.  Definitely support any efforts to increase Status of Forces Agreement recognition to RC members.

Cold War Victory Medal. Awarded for the period of September 2, 1945 to December 26, 1991.


Military members are proud of their service and appreciate recognition for their support in what has been the nation's longest war where lives were lost over many decades.

Report on DOD Process for Awarding Decorations.  Report NLT 90 days after enactment of act a report to include a review of timeliness of the awards process for RC members as compared to AD.


Appreciate Congressional assistance in identifying problems that may exist in awarding decorations to RC members.

DOD Computer/Electronic Accommodations Program for Severely Wounded Members.  Provides technological assistance for an indefinite period even if separated.


Whether a wounded member stays in the service or not we should never remove support that enables them to have a quality of life commensurate with the rest of the nation.

Enhanced Authority to Remit or Cancel Indebtedness.  Extends period of forgiveness for RC members up to two years after release from active status.  Authority terminates on December 31, 2009.

Army Guard and Reserve members were mainly affected with pay problems and since they occurred through no fault of the members they should not suffer additional financial problems with demands for repayment.

Phased Recovery of Overpayments of Pay.  If indebtedness is through no fault of the member the payment many not exceed 20 percent of the member's pay.  May not be deducted from a period of recovery from injuries or wounds incurred in the line of duty or illness in a combat operation or zone.


If repayment should occur then it should be at a rate that will not force the member into more financial instability.

Prohibition on Increases in Certain Health Care Costs.  For SelRes members under 10 USC 1076d(d)(3), may not be increased from April 1, 2006 to December 31, 2007 above the amount in effect for March 2006 and for Ready Reserve under 10 USC 1076b(e)(3) through October 31, 2007 the amount may not be increased above the amount in effect for the first month provided under PL 109-163.

Limitation on FY07 Increase in Premiums for Coverage under TRICARE of Members of RC who Commit to continued Service in SelRes after Release from AD.  Allows increase of 2.2 percent in FY2007.
Not sure why RC members are the only group targeted as it establishes a two-tier system.  Believe this should not be passed until additional information can be gained through study and analysis.

Expanded Eligibility of SelRes Members under TRICARE.  Provides Standard for all members except those covered under FEHBP (5 USC, Chapter 89).


Passing this type of provision would eliminate the problems that Congress has tried to fix since Desert Shield/Storm as is evidenced by the last three years of legislated changes in TRICARE.

Study on Allowing Depns of Activated RC Members to Retain Civilian Health Coverage.  Report due NLT 180 days after enactment of this Act.


There are certainly times when it would be better to retain civilian health coverage due to existing medical conditions and support any effort to gather information on how best this can be achieved.

Relationship Between the TRICARE Program and Employer-Sponsored Group Health Care Plans.  Prohibits public and private employers with 20 or more employees from providing a financial incentive to TRICARE-eligible retires to utilize TRICARE as the primary payer.  Establishes a $5,000 penalty.
Coverage with TRICARE should remain a choice of the individual.
